Welcome to the VPA

The Victorian Pharmacy Authority (VPA) regulates the ownership and operation of pharmacy businesses, pharmacy departments and pharmacy depots in Victoria.

Guidance on pharmacy business ownership, proprietary interests and undue influence

The VPA regulates the ownership and operation of pharmacy businesses under the Pharmacy Regulation Act 2010 (Act).

The VPA has developed a guidance document to better inform licensees, applicants and other stakeholders including franchisors on the requirements of the Act which relate to pharmacy business ownership, proprietary interests and undue influence.

VPA Newsletter No. 1

Welcome to VPA’s first new look newsletter.
We have retired our quarterly circulars. We will now be publishing more frequent, short-form newsletters. We hope that shorter newsletters will be easier to read and that by providing more frequent newsletters we can keep licensees better informed of updates and compliance matters.

VPA Circular No. 39

Welcome to VPA’s December circular.

A highlight of this year has been preparing for VPA’s digital transformation. We are implementing a new digital system to improve efficiency and adopt best practice regulatory approaches.

Application and related processes are being streamlined to support digital readiness and reduce regulatory burden on stakeholders. We will keep you updated on the coming changes to ensure a smooth transition.

The VPA has moved to Level 8, 369 Royale Parade, Parkville. The office relocation and digital transformation will coincide with a change to a contemporary logo. Stakeholders can expect a new look for the VPA in the new year.

The VPA has also developed a guidance document to help stakeholders understand the requirements of the Pharmacy Regulation Act 2010 in relation to pharmacy business ownership, proprietary interests and undue influence.

This circular includes a case study on a recent inspection. Inspections continue to play a critical role in promoting and monitoring compliance with the regulatory framework.

We remind proprietors to renew their AHPRA registration by 31 December given the significant implications of a lapsed registration on a licensee’s eligibility to hold a licence to carry on a pharmacy business.

On behalf of the Authority members and staff, I wish you a happy and safe festive season and best wishes for the new year.

VPA Circular No. 38

Welcome to VPA’s August circular.

I’d like to extend a warm welcome to Adam Stormont who was appointed as a pharmacist member of the VPA from 1 July 2025. We thank Divesh Sanghvi, our outgoing pharmacist member for his contributions to the VPA.

This circular includes an update on the VPA team and also information on how long to retain prescriptions which is a query that the VPA often receives.

We have seen recent cases of non-compliance with ownership structures involving companies and emphasise that shares in a company licensee must only be held by registered pharmacists. A case study is provided to illustrate this requirement as well as a company licensee’s obligation to inform the VPA of changes to its shareholding, directorship and office bearers.

I encourage licensees to visit the VPA website to access relevant notification and application forms. VPA officers can be contacted to provide information and clarification.
